日本に住む外国人の皆様、そしてそのご家族の方に衝撃的なニュースです。2026年2月24日付で、出入国在留管理庁の「永住許可ガイドライン」が改定されました。

今回の改定を一言で言うと、「審査がめちゃくちゃ厳しくなった」ということです。これまで「永住権を取れば一生安心」と言われてきましたが、その前提が根底から覆るような内容となっています。

プロの行政書士が、今回の変更の重要ポイントを分かりやすく解説します。

1. 「5年」の在留期間がないと、申請すら受理されません

今回の改定で最も大きな変更点は、申請時に持っているべき在留期間です。これまでガイドライン上は「最長の在留期間（5年）を持っていること」とされていましたが、特例として「3年」を持っていれば申請が可能でした。

しかし、今回の改定でこの特例が廃止されます。今後は原則として「5年」のビザを持っていないと、申請の受付段階で受理されなくなります。

「技術・人文知識・国際業務」などの就労ビザや、日本人配偶者のビザで「5年」を取得している人は多くありません。安定した生活基盤と良好な素行が長年認められないと「5年」は出ないため、永住へのハードルは非常に高くなったと言えます。

2. 「1日でも」税金・保険料の遅れがあれば不許可

もう一つの恐ろしい変更が、公的義務の履行に関する厳格化です。税金や社会保険料を、「支払い期限から1日でも遅れずに」支払っていることが明確にルール化されました。

実は、これまでは1日程度の遅れであれば、他の要素が優秀なら総合的に判断して許可されるケースもありました。しかし今後は、「期限内に適正に履行していること」が明文化されたため、1日の遅れという理由だけで不許可になる可能性が極めて高くなります。

コンビニ払いで「ついうっかり忘れていた」はもう通用しません。確実な支払いのために、「口座振替」に切り替えることを強くお勧めします。

3. 「一度取れば安心」ではない！永住権の取り消し制度

2024年の入管法改正の影響を受け、永住権取得後の取り消し制度も導入されました。これまでは一度永住権を取れば、その後に納税を怠っても取り消されることはありませんでしたが、今後はルールを守らない場合に永住権を失うリスクがあります。

4. いつから変わる？「1回きりのチャンス」を逃さないで

この厳しい新ルールですが、入管は以下の経過措置（猶予期間）を設けています。

2027年3月31日まで： 現状通り、3年のビザでも申請が可能です。
2027年4月1日以降： 原則として5年が必須となりますが、2027年3月時点で「3年」を持っている人に限り、その後「1回だけ」は3年のまま永住申請ができることになりました。

つまり、今「3年」のビザを持っている方にとって、次の更新前までが永住権を獲得できる「最後で最大のチャンス」になるということです。

今すぐすべき対策

要件を満たしているなら、2027年3月末までに申請する： 3年ビザで申請できる今のうちに動くのがベストです。
納税・年金実績をクリーンにする： 過去の遅れは変えられませんが、今すぐ正しい実績を積み上げ始めるしかありません。

[2026 Latest] Major Changes to Permanent Residency: 5-Year Visa Now Required? A New Era of Strict Payment Deadlines

Shocking news has arrived for foreign residents in Japan and their families. As of February 24, 2026, the Immigration Services Agency has officially revised the "Permanent Residency (PR) Guidelines".

In short, the screening process has become significantly stricter. The long-held assumption that "once you get PR, you are safe for life" is being fundamentally challenged.

As a professional Administrative Scrivener, I will explain the key points of these changes in an easy-to-understand manner.

1. You cannot even apply without a "5-Year" Visa

The most significant change in this revision is the required period of stay at the time of application. While the guidelines technically required the "longest period of stay" in the past, a special exception allowed those with a 3-year visa to apply.

This exception is now being abolished. Moving forward, you generally must hold a 5-year visa to even have your application accepted at the counter. Since obtaining a 5-year visa is difficult for many on work or spouse visas—requiring years of stable income and good conduct—the hurdle for PR has become much higher.

2. A "Single Day" Delay in Payments Means Rejection

Another critical update involves the fulfillment of public obligations. It is now explicitly stated that taxes and social insurance premiums must be paid by the deadline without even a single day of delay.

Previously, this was an internal operational rule, and someone who was slightly late might still be approved if their overall profile was excellent. Now, the requirement to pay strictly within the deadline is codified in the guidelines. This means being even one day late can be the sole reason for your application being rejected.

To avoid "accidentally forgetting" a payment at a convenience store, it is strongly recommended to switch to "Automatic Bank Transfer" (Kouza Furikae).

3. PR is No Longer "Forever": New Revocation System

Following the 2024 amendment to the Immigration Control Act, a PR revocation system has been introduced. Even after obtaining PR, your status can be revoked if you intentionally fail to pay taxes or insurance premiums, or if you do not follow Japan's rules.

4. When do the changes start? Don't miss your "One Last Chance"

While these rules are strict, the following transitional measures have been established:

Until March 31, 2027: You can still apply for PR with a 3-year visa, just as before.
From April 1, 2027: The 5-year visa requirement becomes the standard. However, those who hold a 3-year visa as of March 31, 2027, will be allowed one final attempt to apply for PR using that 3-year status.

For those currently holding a 3-year visa, the period before your next renewal is your last and greatest chance to secure Permanent Residency.

Steps You Should Take Now

Apply by March 31, 2027, if you meet the requirements: It is best to act while the 3-year visa exception is still in place.
Clean up your tax and pension records: You cannot change the past, but you must start building a perfect record of on-time payments immediately.
